I think you are not allowed but some trackers allow it if you send them message and explain everything.

you're right it is allowed in a few trackers . but mostly as I notice is forbidden .

I always use mine, and never had issue about that, but i think it's because it's a dedicated server and the ip is the same as my torrent client...

Do not use vpn on ptp. If ptp banned your country, you have to pay for a private vpn that nobody uses it but yourself
